Franklin Delano Roosevelt (1882-1945) est le 32e président des États-Unis du 4 mars 1933 au 12 avril 1945. Issu d’une famille patricienne de New York, il se tourna très tôt vers la politique dans le sillage de son oncle par alliance Théodore Roosevelt. En 1910, il devient sénateur démocrate de l’état de New York et en 1913 sous-secrétaire de la Marine pour le président Woodrow Wilson.En 1921, il contracte la poliomyélite et reste paralysé des membres inférieurs. Entre 1928 et 1932, il devient gouverneur de New-York et expérimente une politique interventionniste et aussi sociale avec l’aide aux chomeurs. En 1932, il est investi par le Parti Démocrate pour l’élection présidentielle. Avec plus de 57 % des voix, il bat largement le président sortant Herbert Hoover. Il hérite d’un pays en grande dépression économique. Dès 1933, il introduit le premier New Deal, puis en 1934, le second New Deal et instaure le Welfare State. En 1936, avec plus de 60 % des suffrages et 98 % des grands électeurs, il est très largement réélu. Lors des élections de 1940, il est de nouveau réélu avec plus de 57 % des suffrages. Ce troisième mandat est marqué par l’entrée en guerre du pays. Il met la machine économique américaine au service de l’effort de guerre des alliés. En 1944, il est de nouveau réélu avec plus de 53 % des voix. il s’éteint le 12 avril 1945. Son vice-président, Harry S. Truman lui succède.
