Pendant la Première Guerre Mondiale, il dirige la commission d’aide à la Belgique puis après guerre s’occupe d’aide alimentaire pour l’Europe Centrale. Secrétaire d’état au commerce sous les administrations des présidents Harding et Coolidge, il est investi pour le parti Républicain pour les élections de 1928 et bat facilement le démocrate et catholique Al Smith.Quelques mois après son investiture, la bulle spéculative exclate. C’est le fameux krach boursier de 1929. Après en avoir minoré les effets, il prend des mesures inappropriées et contre-productives comme la réduction de la masse monétaire ou l’instauration de barrière douanières qui exacerbent la guerre économique. Bien que républicain, il met en place un certain nombre de mesures mais une parvient pas à empêcher le pays à s’enfoncer dans la dépression. Il est battu aux élections de 1932 par Franklin Delano Roosevelt et les promesses de son “New Deal”.
