La visite de Valéry Giscard d’Estaing à Washington au printemps 1976 se fait en pleines festivités du bicentenaire des États-Unis. La maîtrise de l’anglais du président français est un atout non-négligeable dans les discussions avec le président Gerald Ford.

La Liberty Bell (ou « cloche de la liberté ») est un symbole de l'indépendance américaine situé à Philadelphie en Pennsylvanie. Anciennement située dans le clocher de la Pennsylvania State House (aujourd'hui l'Independence Hall), la cloche fut commandée à la société londonienne Lester et Pack (aujourd'hui la Whitechapel Bell Foundry) en 1752. Elle porte l'inscription tirée du Lévitique 25:10, Proclaim LIBERTY throughout all the land unto all the inhabitants thereof (« vous proclamerez la liberté dans tout le pays pour tous ses habitants »). La cloche fut fêlée peu après sa première utilisation à son arrivée à Philadelphie et fut réparée sans succès par deux artisans locaux John Pass et John Stow dont les noms figurent sur la cloche. La Liberty Bell servait initialement à marquer l'ouverture des sessions parlementaires et à annoncer des rassemblements publics et des proclamations..
Valéry Giscard d'Estaing's visit to Washington in the spring of 1976 took place in the midst of the United States bicentennial festivities. The French president's fluency in English was a significant asset in discussions with President Gerald Ford. The Liberty Bell is a symbol of American independence located in Philadelphia, Pennsylvania. Formerly housed in the bell tower of the Pennsylvania State House (now Independence Hall), the bell was commissioned from the London firm of Lester and Pack (now the Whitechapel Bell Foundry) in 1752. It bears the inscription from Leviticus 25:10, \\\"Proclaim LIBERTY throughout all the land unto all the inhabitants thereof.\\\" The bell was cracked shortly after its first use upon arrival in Philadelphia and was unsuccessfully repaired by two local craftsmen, John Pass and John Stow, whose names appear on the bell. The Liberty Bell was originally used to mark the opening of parliamentary sessions and to announce public gatherings and proclamations.
