Ce coffret a été décerné par l’Assemblée Nationale à Monsieur David, Vincent Lanel (1813-1883) député de la Seine-Inférieure en 4 mandats (1871-1876, 1876-1877, 1877-1881 et 1881-1883). Il reçut cet écrin au cours du 3e mandat.
